GOI plans to buy outdated Reactors from Canada- Another Multi Million Scam in the offing

India actively considering Canada’s offer for nuclear cooperation

According to Newspaper reports (attached above) , Atomic Energy of Canada is eager to forge a joint venture to work with Indian firms to help build billion-dollar nuclear reactors, and supply uranium.

However, one of our colleague/supporter, who is an expert in nuclear technology, and wants to remain anonymous, has alerted us to inform the concerned officials and media that these reactors (CANDU type) are outdated, outmoded, inefficient and cost billions of dollars in repairs.

The veracity of the statement made by our colleague should, however, be verified.  Under the circumstances, we are of the opinion that this matter should be debated very carefully before this billion dollar deal is finalized.

Please circulate this letter widely and bring to the attention of the concerned Government officials.

Copy of the letter from our colleague/supporter, a nuclear expert:

“CANDU system has been outdated years ago when, four reactors at Pickering , Ontario , had to be refurbished.  It cost about five billion dollars to fix two units and the other two were permanently shut down.  They were supposed to have run for 40 years.  They did not work even for 20 years.  Within those years, extensive repairs were performed.  Since the two were put back on line about 3 years ago, there were 35 unscheduled shut downs, so far costing millions of dollars, again and again for repairs.

At Pickering , four more reactors are planned for shut down for extensive refurbishing.  They have not run successfully for half of their life terms.

At Bruce, two reactors have been undergoing extensive repairs, before even completing half of their promised life time.

CANDU system has countless parts/equipment to maintain.  Human error in maintenance has resulted in millions of dollars of loss and the repairs are amounting to millions of dollars, years after year.  The instability of supply of power from these reactors is forcing the Government to buy power at much higher rates.

The Ontario tax payers wrote off six billion dollars a couple of years ago.  Ontario tax payers are under the hook for an additional THIRTY SIX BILLION DOLLAR LOAN borrowed by the company running these reactors.  The home owners, in every electricity bill are paying a certain amount towards the debt relief since couple of years.  No one knows as to when this payment will stop.  The home owners do not know as to why they have to pay certain amount and as to how this amount is decided upon.

There is not much support in Research and in supply of parts/equipment, unlike the PWR and BWR systems running in U.S.A.  The Atomic Energy of Canada Limited, which is promoting the sales of reactors is assisted by Canada Government.  It is not an efficient/competitive organization.  It has not sold a single reactor in decades.  Now, they are trying to hook India .  God save the Motherland.”
