LETTER TO TNIE

 

DEAR SIR,
 
 
Reference the report  ” New Special Secretary for Internal Security” – (TNIE- 08 NOV)
 
 
The report stated:  ” The incresing threats to internal security via North-East have prompted a worried Centre to put Meghalaya Director General of Police Bijon K Dey in the KEY POST of Special Security (Internal Security) in the Union Home Ministry. Dey is expected to play a crucial role in monitoring the Intelligence Coordination Group, which the centre wants to set up exclusively for the North-Eastern region “.
 
 
The foregoing raises an elementary question. What was the Union Government doing till the present ?  Playing ‘ Ducks & Drakes ‘?  But I digress.  It is worth quoting at length, from Arun Shourie’s latest book – ” Where Will All This Take Us? : Denial , Disunity , Disarray ” :



” The Home Minister had gone farther than claim just that the remaining five per cent of the recommendations would be implemented. He told Parliament that , in fact , a comprehensive mechanism was already in place was already in place to tackle challenges to internal  security.



‘ This mechanism is already there,’ he said . ‘ Probably it is not known to the honourable members because it is an internal matter that we are doing’. He shared this State Secret, this ‘mechanism’: ‘ We have a Special Security Secretary here. The responsibility given to the Special Secretary Security is to talk to the DIGs and other officers in the Naxalite affected states EVERY MONTH or TWO MONTHS or WHENEVER IT IS NECESSARY, and DECIDE WHAT HAS TO BE DONE – -. Then there is a Committee which is presided over by the Home Secretary who talks to the Chief Secretaries of the states and DIGs of the states and they decide as to how the policy should be evolved to deal with the Naxalite activity or the terrorist activities in Jammu and Kashmir or the TERRORIST ACTIVITIES IN THE NORTHEASTERN STATES.  And, then there are the regional committees of the Home Minister and the Chief Ministers who meet PERIODICALLY to decide about the policies. And then, the Chief Ministers have been talking to the Prime Minister and the Home Minister EVERY NOW AND THEN, WHENEVER THEY WANT. THERE IS COORDINATION. THERE IS INSTITUTION FOR COORDINATION. YOU DON’T THINK THAT WE ARE NOT TALKING ‘.”

  

Arun Shourie was telling us about the Home Minister -  Mr. ‘Sartorial’ Shivraj Patil -  answering Shourie’s question in the Rajya Sabha in 2005.
 
 
Again, Shourie wrote: “  So, there is a mechanism. There is Committee upon Committee. There are meetings on meetings. All concerned are talking. One hundred per cent of the recommendations have been implemented. And the result? As against the figure of 157 districts that the Home Minister mentioned last year[2004], now 165 districts are affected by Naxalite violence. Ther are spread over FOURTEEN STATES.”
 
 
Further, and, MOST TELLING. ” A STATE WITH NO LONG TERM OBJECTIVE. One that is just RUSHING persons with buckets – AND LEAKING BUCKETS AT THAT – of water as fire breaks out in place after place. On occassion, it is NOT DOING EVEN THAT MUCH. It is just going through the motions: it sets up commissions; the commissions set up Task Forces; the Task Forces submit reports to the Government, and recommend that the reports be published [ as the Task Forces on Internal Security (N.N. Vohra) and Border Management (Madhav Godbole) had recommended] ; the Government sets up a Group of Ministers to whet the recommendations of the Task Forces; the Group of Ministers decide that the reports must be sealed ‘ SECRET ‘; as for the recommendations, the Group of Ministers sets up Committees – – -. And the Government tosses another package. “
 
 
How blessed are we Indians to have a ‘ Government that  Works ‘!!  A government  ‘ Of, For &  By ‘ ‘ Special Secretaries ‘; a Government ‘Of, For & By Committees ‘.  A governement where ‘ everyone is talking to everyone ‘.  A Government that swears by Co-ordination!!  Doesn’t the issue highlighted by Shourie is the very one that forms the basis of this TNIE report?!!
 
 
One is remeinded of the adage – ” Operation Successful; Patient Dead “.  Everyone is satisfied.The media goes back to Page 3 or ‘SECULAR PONTIFICATIONS !!. UNTIL THE NEXT BLAST , OF COURSE!! Then there will be the usual breast-beating. Everything will be forgotten in a jiffy !! And, so goes life in ‘SECULAR INDIA’!! MERA BHARAT MAHAN!! CHEERS!!
