New Delhi: A day after over 2,000 retired military personnel returned their medals to President Pratibha Patil and also submitted a memorandum purportedly containing their signatures in blood in support of their demand for “one-rank one pay” for all, the Congress has alleged that the medals were fake and bought from local markets.

The party also alleged that the members of Indian Ex-Servicemen Movement (IESM) used a red chemical for their signatures. “The medals which were returned have been purchased from Sadar Bazar in the Delhi cantonment area. We have proof that they have been bought recently,” Praveen Davar, Secretary, AICC Ex-Service Department, said.

Davar said IESM, which he termed a pro-BJP organisation, has been returning medals by the thousands to the President but not a single gallantry awardee has come forward to return a medal. “Not a single awardee of gallantry awards has returned his medal. This shows that the bravest of the brave soldiers do not approve of the activities of a handful of ex-servicemen being misled by disgruntled elements,” Davar said, adding that “the signatures were not in blood but in a red chemical that looks like blood”.

IESM has been holding rallies and protests for the past few months over the government’s decision on pensions of retired armed forces personnel.While the defence ministry has redressed most grievances, the issue of one-rank-one-pay remains unresolved.

At present, the retired personnel are divided into two categories for pensions. The first category comprises those who retired before 2006 and the second those who left the services later. The pensions of the personnel who retired in 2006 and later are higher
than the others.

IESM is headed by Lt Gen (retd) Raj Kadiyan who incidentally is also a senior member of the Commonwealth Games Organising Committee.

Dear Sir,

I was shocked to read the unfounded allegations by Mr Praveen Davar of the AICC ( IE, 24 Aug 2010) that members of Indian Ex Servicemen Movement (IESM) were returning fake medals and signing the memorandum with some red coloured chemical and not blood. I think Mr Davar is an ex  Captain of the Army  himself. By making such allegations he has proven that he was not fit to remain in the Army.

 I have myself returned my genuine Param Vashist Seva Medal (PVSM), unless I was given a fake one at the Investiture Ceremony by the Supreme Commander. He is forgetting that a father not only returned his own Sena Medal but also returned his son’s Shaurya Chakra, awarded posthumously. Many others have returned their Vir Chakras, Sena Medals,PVSM, AVSM and VSM along with their service medals.

As regards the fake blood allegation he forgets that the blood was drawn by the para medics of Delhi’s well known,  Dr Lal’s Path Lab. I assume that he has got the backing of the in house detective agency of the AICC  ie., CBI, to make such wild allegations. AICC may be inviting legal action from ESM who have been hurt by Mr Davar’s sycophantic statements.

I doubt  Mr Davar has a medal he can claim as his own, otherwise he would not dare make such preposterous statements and hurt the feelings of the ESM community. They have already been hurt enough by the President and so called Supreme Commander, who has no time or feelings for her ESM.
