 1. Objective

To enquire into the spate of killings and attacks of leaders and functionaries belonging to Hindu organizations and Barathiya Janatha Party.

To ascertain the factors and enabling conditions leading to the rise of jihadi activities in Tamil Nadu

2. Methodology
A Committee was set up to investigate the incidents related to Islamic terror activities leading to the killings and attacks of Hindu functionaries by the Vedic Science Research Centre. The information were collected through personal interviews, newspaper records, census reports and web sources. The committee deliberated upon all the gathered information and prepared this report for the purpose of organizations which have care and concern for the Hindu society.

3. Historical perspective
Since the days of Indian Freedom Movement, Tamil Nadu has been a hot bed for separatism and Islamic Secessionism. The British sowed the seeds of Dravidian Separatism and nurtured it through Dravidian racist Outfits such as Justice Party and the likes.

The Islamic Secessionism was fuelled by tactic support to the Muslim League. The ascendancy of Muslim League in politics of Tamil Nadu was phenomenal and every Muslim pocket in the elsewhere Madras Presidency backed Islamic Secessionism. In the Assembly Elections held in 1946, the Muslim League won all the 28 Seats reserved for Muslims under the slogan “Separate Pakistan”. The Congress Party which contested the elections in the name of “Poorna Swaraj” was drubbed by the common Muslim from Palayamkottai to Berhampur in the separate Muslim constituencies.

The riots and wounds of partition coupled with Hindu outrage forced the Muslims to abandon the usage of the name ‘Muslim League’ in public domain. At the behest of Mohammed Ali Jinnah, the then Pakistani Premier, Mohammed Islmail alias Quad-E-Millath travelled to Karachi and participated in the Indian Union Muslim League Council on 13-14 , December 1947, where he was anointed as the Chief of Indian Union Muslim League in India to further the war cry of Jinnah to convert rest of India into Dar-Ul-Islam by sword.

The Indian Union Muslim League was opposed by the Indian National Congress and the party was ostracized by the nationalists, for they felt that the league represented separatism and violence. After the general elections, in Kerala, the Indian National Congress fell short by two assembly seats to form the government. In that elections, two Muslim candidates backed by the League, won their respective seats. It is to be noted here that no political party was allowed to function in the new Indian Domain in the name of religion.

The Muslim league demanded that they need to be recognized as a Muslim Political Party by the government to support the formation of a Congress government in Kerala. The power hungry Congress government gave a fresh lease of life to Islamic Secessionism by recognising the League and the League cozied up with the Congress in Tamil Nadu and the demands continued to be separate Shariat Law, Dual Voting Rights, etc., which were responsible for the partition of the country.

The winds of change in Tamil Nadu politics started blowing from late fifties in the name of anti-Hindi and separate Tamil Nadu movements. Seizing the opportunity, the Muslim League crossed over to the Dravidian alignment and furthered its divisive agenda.

The continued support of the Dravidian parties, the Congress and the communists wiped the stain of secessionism from the Muslim League and facilitated the Muslim outfits to reach social domains which were alien to them. The mass conversion program announced by Dalits in Meenakshipuram in 1981 and joint programs of Muslim and self styled Dalit leaders in Tamil Nadu is a testimony.

The spate of violence against the Hindus and attacks on national sovereignty from the eighties to till date is not even condemned by any mainline political party or social organizations barring the Hindutva brigade. It is unfortunate that the socio-political thinking of the inteligensia in Tamilnadu is dominated by the Missionary-Marxist axis.In this scenario Hindus were rendered orphans and continued to suffer the onslaught of Islamic Terror.

The first spate of terror incidents concluded with the serial bomb blasts in Coimbatore on 14 February 1998 in which 58 innocent people died and over 200 injured. This resulted in a Hindu backlash and wide condemnation across the spectrum which halted the Islamic terror activity for a while. The second phase of violence after this lull is enquired upon by this committee.

4. Events leading to the present Scenario
The political realignment in Delhi with the advent of BJP at the helm of affairs from 1998 to 2004 witnessed a reduction in Islamic Terror activities. With the advent of Congress led UPA government at the centre, the pendulum swung towards Muslim appeasement with monstrous concessions, illegal gratification of Islamic demands including the repeal of anti-terrorism ordinance POTA, resulted in widespread spurt in Islamic Terror across the country. Also the installation of DMK government in Tamil Nadu after 2006 Assembly Elections became a boon for the Muslim outfits in the state.

 4.1 Chronological Sequence of Events
May 2006: Half a dozen cadres of Al Umma suddenly released from Palayamkottai prison within days of DMK government assuming charge.

July 22, 2006: Five MNP (Manitha Neethi Pasarai) cadres arrested in Coimbatore on charges of plotting serial bomb blasts similar to 1998 blasts. All five acquitted on 9 February 2008 on grounds of being arrested on false charges!

August 8, 2006: Indian Express reported, “Senior Policemen in Thirunelveli were shocked by what they termed the DMK Government’s ‘blatant sympathy’ for Muslim fundamentalists.”

November 22, 2006: The leaders of KFD (Karnataka for Dignity), MNP (Manitha Neethi Pasarai) and NDF (National Development Front) gathered at a conference in Calicut and decided to form a new outfit – Popular Front of India (PFI) – to coordinate their activities. The leaders of PFI include KM Shareef, president of KFD, Gulam Muhammed, leader of MNP and Abdur Rahman Baqari of NDF (all erstwhile SIMI activists); they decided to confine their activities to South India.

July 26, 2006: Indian Express carried an analytical report by Jaya Menon on the activities of MNP indulging in ‘conversion’ and conducting classes in the name of ‘Arivagam’ to brainwash new converts, especially Scheduled Castes, to train and recruit them in Jihadi squads. (The MNP is reportedly active in Theni and Coimbatore districts, which are close to Kerala borders, so that they can connect with the Kerala based extremist organisation NDF, for plotting terror activities. After this, there was no noise about MNP in media circles, though their activities were allegedly going on clandestinely.)

December 2006: TMMK attempts to construct a Mosque close to Sri Kasi Viswanathar Temple in Thenkasi town of Thirunelveli district. Hindu Munnani activists led by Kumar Pandian thwarted the attempt.

December 17, 2006: TMMK cadres murdered Kumar Pandian.

February 17, 2007: The New Indian Express, Chennai, reported the formation of the ‘Popular Front of India’ (PFI) on 16 February 2007, as a coordinated effort between three organisations – Karnataka For Dignity (KFD), Karnataka; Manitha Neethi Pasarai (MNP), Tamil Nadu; and National Development Front (NDF), Kerala. The supposed objective of the PFI, launched in Bangalore, was, ‘to coordinate & strengthen grassroot level developmental activities throughout the country,’ followed by an ‘Empower India’ conference in the garden city. The paper further reported, “Though the organisation’s agenda has been well spelt out – democracy & social justice, the state police fear that the organisation had been set up to propagate hardliner ideology”.

March 26, 2007: The Indian Express reported, “The police spoke of Al Umma, the fundamentalist outfit which had become weak after the arrest of more than 100 of its members in the Coimbatore case, which under the DMK regime had been rejuvenated and was trying to enforce edicts on the Muslim community in the districts of south Tamil Nadu.” This report gives a clear indication of Talibanisation of Tamil Nadu.

August 1, 2007: Justice Uthirapathy pronounced the verdict. Abdul Nassar Madhani was acquitted (for want of evidence), to the shock of blast victims, their families and all right thinking people. Basha, Ansari and 158 others were found guilty. Seven others were acquitted along with Madhani. Abdul Nassar Madhani was given a hero’s welcome in Thiruvananthapuram. Both the UDF and LDF vied for credit for his acquittal. While the Communists as the ruling dispensation could join the festivities at the felicitation function, Congressmen could not join as they were the opposition. Madhani assured his support to the LDF government. As Kerala politicians shamelessly painted him as a Good Samaritan, Madhani tried to project a new moderate image. He claimed he had never been a terrorist (!) and his future plan was to work for the welfare of Dalits & Muslims. He clarified that he would not sue the TN government for detaining him in prison for nine long years, but warned that he would take up the case again if Tamil Nadu went for an appeal.

August / September 2007: Individual Sentences pronounced

158 terrorists have been convicted; 69 on major charges like criminal conspiracy, attempt to murder, murder and promoting hatred between two communities. 88 terrorists were awarded imprisonment ranging from 3 years to 9 years; 43 were awarded life imprisonment; 15 were given 13 years rigorous imprisonment; 10 were given 10 years rigorous imprisonment and 2 were given 7 years rigorous imprisonment. Riaz-ur-Rehman, who turned approver, was acquitted.

August 14, 2007 : Three Hindu Munnani activists (brothers of Kumar Pandian) murdered in Tenkasi by TMMK cadres; three TMMK cadres also lose their lives in the clash.

September 13, 2007: Government of Tamil Nadu reserved seats for muslims under BC quota, which is unconstitutional and it remains unchallenged.

October 24, 2007: Sentences for the main convicts: Syed Ahmad Basha, chief of Al Umma, was given a life sentence. Al Umma general secretary, Mohammed Ansari was sentenced to two life terms that would run concurrently, while propaganda secretary Mohammad Auzir was awarded four life terms. Another member of the organisation Tajuddin was also sentenced to life imprisonment. All of them had served nine years in jail at the time of sentencing.

January 24, 2008: A special police team arrested Ravi Pandian (last brother of slain Hindu Munnani leader Kumar Pandian & three others), and two other Hindu youths, in connection with the RSS-office bomb blast in Tenkasi!

February 5, 2008: Welcoming the arrest of Hindu youth, Jawahirullah, president of TMMK posted an article praising TN police for the arrests on an Islamic website, www.twocircles.net
[http://www.twocircles.net/2008feb05/sangh_parivar_activists_arrested_blasts_rss_office.html]
March 7, 2008 : An exhibition that displayed portraits depicting the true history of Aurangazeeb, created by French historian François Gautier was removed by Police along with Tamilnadu Towheeth Jamath functionaries. Volunteers present in the stall including women were detained by the police. The Muslims on Thursday issued an ultimatum to the organisers to close down or they have to face the consequences after Friday Namaz, in which they succeeded. It is pertenent to note that the Prince of Arcot paid a visit to the venue and confronted the author of the exhibition Mr.Francois Gautier, who is a French by origin.

June / July 2008: Central intelligence agencies alerted Tamil Nadu of a possible terrorist attack on Hindu religious installations. State intelligence busted a terrorist module operating out of Mannadi in Chennai with ’specific plans’. These plans were near-operational when the police cracked down. LeT trained jihadis Toufeeque and Abu Dahir, who were also leaders of this module, managed to escape. Tamil Nadu police foiled an Independence Day 2008 terror bid by arresting Abdul Gaffur, employed in Chennai and acting under instructions from one Ali Abdullah lodged in central prison Puzhal near Chennai.

Erode district police raided 30 private godowns selling gelatine sticks and detonators meant for stone quarrying and blasting wells. Police said the detonators used in the Bangalore blasts could have been sourced from these godowns. Police also raided godowns in Bhavani, Uthukuli, Sathyamangalam and Gobichettypalayam

December 21 2008 : RSS Parchark Baskar was attacked in dindugal. His legs were amputed

4.2 Other activities of Jihadi Outfits

Emboldened by the softness of the DMK regime, the Jihadi outfits in Tamil Nadu became more aggressive, especially during Ganesh Chaturthi celebrations, attempting to block the placement of Vinayagar Vigrahas, thwarting Visarjanam processions and stoning Vigrahas during the processions. Attacks and protests against Ganesh Chaturthi celebrations have been increasing every year since 2006, and such incidents have been reported even in DMK-supportive Tamil dailies like Dinakaran, Tamizh Murasu and TV channels such as SUN TV and Raj TV. This year also the state witnessed widespread violence unleashed by Jihadi outfits during Ganesh Chaturthi celebrations; some incidents were reported in the media.

A dangerous aspect of these outfits is the imparting of military training to their cadres. In April 2008, Tamil daily ‘Dinamani’ reported that MNP was giving “military training” (fully uniformed with arms) to around 1000 cadres (50 from each district) to conduct ‘Freedom Parade’ on 15 August 2008 (Independence Day), as a show of “patriotism”! The outfit has recruited more than 25000 cadres in four years and military training was being imparted to 300 cadres from each district. Though the outfit claimed to be focusing on ‘human rights’ and ‘social service’, the daily reported that the ‘Q’ branch police was close watching its activities. When the MNP took out a rally in Madurai last Republic Day, wall advertisements by the outfit carried the figure of the Flag of the banned outfit JKLF!

(Ref:http://prativad.com/MPDailyNews/Popular-Front’s-spearheaded-Freedom%20Parade.htm )

In fact, this practice has been going on since 2004
(Ref:
http://www.popularfrontindia.org/documents/Popular%20Front%20of%20India%20Annual%20Report%202007.html ).

The same practice was carried out in other southern states such as Karnataka and Kerala. The pro-Islamic governments of Tamil Nadu and Kerala allowed these outfits to conduct the so-called freedom parade in the name of ID celebrations in Kumbakonam and Idukki

http://www.twocircles.net/2009aug15/thousands_took_part_pfis_freedom_parade_north_kerala.html and http://freedomparade2009.blogspot.com/2009/08/report-from-kumbakonam.html and
http://dailymuslimnews.blogspot.com/2009/07/pfi-freedom-parade-in-four-places-on.html ).

Yeddyurappa’s BJP government allowed the ‘freedom parade’ in Mangalore in 2008; it refused permission in 2009 for Mysore, a communally sensitive town.
(Ref: http://www.deccanh
rald.com/content/20200/pfi-flays-government-stages-protest.html ).

While on one side these organisations ‘claim’ to be ‘patriotic’ and celebrate Independence Day, on the other side they create unrest and try to incite communal violence in the name of Babri anniversary. When they attempted to conduct protest demonstrations on 6 December 2008 (16th anniversary) in major cities and towns, more than 7000 activists were detained by the police. The Pakistani connection of TMMK and Tamil Nadu Towheed Jamaat (TNTJ) is evident from the fact that their activities have been reported in Pakistani media.

February 19, 2009: Tamil daily ‘Dinamalar’ reported that the Popular Front of India organized a massive ‘National Political Conference’ in Calicut from 13 to 15 February 2009, attended by member organizations such as Karnataka for Dignity, Manitha Neethi Pasarai, Tamil Nadu Muslim Munnetra Kazhagam, National Development Front, etc., comprising thousands of cadres. The daily reported that the conference theme was “Power for People”. Incidentally, the TMMK had just then inaugurated its political wing named ‘Manithaneya Makkal Matchi’ meaning ‘Humane People Party’. The leaders of this outfit also participated in the Calicut conference. Around the same time, Taliban conducted huge rallies in Swat Valley of Pakistan for two days.

4.3 Unchanged abetment of terror under the AIADMK regime

Islamic Terror got a shot in its arm in 2011. AIADMK, a party which was widely seen as a Dravidian Party opposed to terror activities jumped the bandwagon of Islamic Vote Bank Politics. The party aligned with Manitha Neya Makkal Katchi, the political arm of TMMK, which is known for its active terror cells and responsible for the murder of Kumara Pandian and his brothers in Tenkasi. The new AIADMK alliance with the Muslim outfits and communists swept the 2011 Assembly elections and fundamental Islamic groups behaved as if they are the ruling party of the state. The vote bank mindset of AIADMK blinded the Chief Minister who is known for her aggressive opposition to terror to allow the nefarious designs to take place under her very eyes and nose.

May 16, 2011: MMK, a constituent of ADMK led alliance, which won 2 Seats in the assembly election with the support of AIADMK, boycotted the swearing in ceremony of Jayalalitha, citing participation of Narendra Modi. It was like tail wagging the dog. ADMK was silent and it opens the door for MMK to further its secessionist agenda

October 28, 2011 : Pipe bomb was planted in BJP leader L.K.Advani’s yathra route between Thirumangalam and Srivilliputhur. January 2013: ‘Viswaroopam’- a tamil masala movie produced by noted cine star Kamalhasan was banned by the government after certification by the censor board. The Government banned the movie at the instance of 23 islamic outfits claiming that the terrorists shown in the movie bear islamic names and some islamic symbols were attributed to the Taliban. The CM conceded that the police can not provide security to all the cinema theaters. Petrol bombs and stones were pelted on cinema theaters after this announcement. No arrest was made in this regard. Police bows to Islamic violence and mobocracy and the government acted as an instigator to the crime.

5. Analysis

Karunanidhi’s atrocious and outrageous act of releasing 9 jihadis from prison on the birth anniversary of Annadurai, before completion of their specified sentences, must be seen not only in the backdrop of its dreadful track record against Islamic terrorism, but in the context that 12 most wanted Islamic terrorists are on the loose in TamilNadu.

The absconding terrorists are Abubacker Siddique alias Kakka (7 cases), Ayub alias Ashraf Ali (9 cases), Ibrahim (Coimbatore blast case), Mohammed Ali alias Yunus alias Mansoor (3 cases), Ashraf Ali (Coimbatore blast case), Mujibur Rahman alias Muji (5 cases), Mushtaq Ahmed (Chennai RSS headquarters blast case), Rasool Mydeen (2 cases), Jaguar Sadiq alias Tailor Raja alias Valarntha Raja (5 cases), Toufeeque (2 cases), Noohi N P alias Mankave Rasheed (Coimbatore blast case) and Kunju Mohammed alias Gani (Coimbatore blast case).

It is believed that 3 of them, namely Kakka, Ayub and Thoufeeque were trained in Afghanistan and Pakistan, and are experts in making explosives. Kakka, a hardcore Al Umma activist, has 7 cases against him under the Explosive Substances Act and has been absconding since 1997.

Ayub alias Ashraf Ali, a core member of Islamic Defence Force, is more dangerous and was the key operative behind the 3 train blasts in Tamil Nadu in 1997, which killed 10 persons and injured another 72. In a bid to blast the US consulate in Chennai, Ashraf Ali along with his associates planted bombs on Anna Flyover in Chennai. He was accused of sending parcel bombs to cinema director Mani Ratnam for showing Islamic terror acts in his film ‘Bombay’.

Mushtaq Ahmed, who joined hands with dreaded terrorist Imam Ali, one of the founders of Al Umma, planted powerful explosives at the RSS headquarters in Chennai in 1993, killing 11 RSS workers.

Though the Tamil Nadu government announced a reward of Rs 2 lakh each for five of them, neither the special investigation team, which probed terrorism-related cases in Tamil Nadu, nor the state intelligence unit, has any inputs on their whereabouts or activities.

Recent events in Pakistan, particularly after Mumbai blasts of 2008, pose a real threat to India. Fundamentalists took out a huge rally in Calicut, Kerala. Though ignored by mainstream print and electronic media, the Tamil daily, Dinamalar, reported (19 February 2009) that the Popular Front of India (PFI) organised a massive “National Political Conference” in Calicut from 13-15 February 2009. Whether coincidence or planned, the Taliban simultaneously took out huge rallies in Swat Valley. The conference was attended by members of PFI from 16 states including Tamil Nadu, Kerala, Andhra Pradesh, Karnataka, Maharashtra, Goa and Delhi. Its ‘theme’ was “Power for People”!

At the conference, seminars for students and NRIs were conducted separately. Leaders from various politics-oriented Islamic outfits participated; one seminar was titled “Political power and Alternatives.” A seminar “against” terrorism was inaugurated by Magsaysay Award winner and Human Rights (sic) activist Sandip Pandey, and attended by ‘secularists’ like Swami Lakshmi Sankaracharya from Kanpur, advocate Prashant Bushan and Chennai-based Prof. Arunan. Secularist Kavitha Srivatsava, the then president of PUCL-Rajasthan, inaugurated the seminar on “Women power in politics”. National Ulemas organised a seminar on “Religion in granting power”. Sri Goya, editor, ‘Tejas’chaired a meeting of media persons. A seminar on “Reservations” was also held. PFI’s National Political Conference culminated with a massive rally and public meeting attended by over two lakh people.

On 17 February 2007, The New Indian Express, Chennai, reported: “The ‘Q’ branch of the state police is now concerned about the formation of a new Islamic outfit, ‘Popular Front of India’ (PFI), a coordinated effort between three organisations – Karnataka For Dignity (KFD), Karnataka; Manitha Neethi Pasarai (MNP), Tamil Nadu; and National Development Front (NDF), Kerala. The new organisation was launched on Friday (16th February 2007) in Bangalore, ‘to coordinate & strengthen grassroots level developmental activities throughout the country,’ followed by an ‘Empower India’ conference in the garden city. Though the organization’s agenda has been well spelt out – democracy & social justice, the state police fear that the organization had been set up to propagate hardliner ideology. A ‘Q’ branch official had said, ‘What is worrying us is the fact that a majority of the leaders of this new front belonged to the now banned SIMI’. The decision to launch Popular Front of India (PFI) has been taken at a conference of KFD, MNP & NDF held on 22 November 2006 at Calicut. The leaders of PFI include K.M. Shareef, President of KFD, Gulam Muhammed, leader of MNP and Abdur Rahman Baqari of NDF and they have decided to confine their activities to South India’. It is pertinent to note that the same group is responsible for the recent bomb attack on BJP office in Bangalore on 16 April 2013.

A close look at the choice of words in their nomenclatures tells us how cleverly they are getting into mainstream politics! Soft and gentle words like Dignity, National, Development, Manitham (Humanity), Neethi (Justice), Popular and Munnetram (Improvement or forwarding), have replaced hardline words like Jihad and other Arabic or Urdu words. They claim to work for Democracy, Social Justice and Development! Similar nomenclatures were used in the just-concluded Calicut conference. The MNP attempted to take out a rally in Madurai last Republic Day; wall advertisements put out by the outfit allegedly carried the figure of the JKLF-Flag. MNP is also alleged to be the new name of banned organisation Al Umma, just like the TN unit of SIMI changed itself to Tamil Nadu Muslim Munnetra Kazhagam after the Centre banned SIMI.

On 26 July 2006, Indian Express carried a report on MNP indulging in ‘conversion’ and conducting classes in the name of ‘Arivagam’ to brainwash new converts, especially scheduled castes, to train and recruit them to Jihadi squads. The MNP is reportedly active in places close to the Kerala border (Theni, Coimbatore, etc), so it can connect with Kerala-based NDF easily. Investigations of Jaipur, Bangalore, Ahmedabad, Delhi and Mumbai blasts reveal that Kerala has been a permanent and safe haven and a training ground for Islamic terrorists who have been sent on Jihadi missions from Kerala to Kashmir. The TMMK inaugurated its political wing in the name of “Manithaneya Makkal Katchi” meaning “Humane People Party”! The leaders of these outfits have also participated in the Calicut conference.

The change of guard in Tamil Nadu has not changed the situation either. It was a flight from the frying pan to the fire for Hindus. The established anti-Hindu image of Karunanidhi made Jayalalitha to take Hindu sentiments for granted. She decided to appease the Christians and Muslims to swing the decisive percentage of votes to win elections. She started aligning with rabid fundamentalist Islamic forces in elections and allowed the separate forces to prosper in the state in the name of secularism.

The atmosphere vitiated to such an extent that cinemas need to get the veto of Islamic fundamentalists even after passing through the lens of the Censor Board. Police complaints against Muslim brutalities were not even considered by the police out of fear that the Muslims will besiege the police stations and disrupt normal life.

The gathering of agitators in huge numbers, that too in a place like Mount Roa
