Reason behind India’s Intelligence Failure

Dr.Babu Suseelan as usual has given a very factual picture about the functioning of Indian intelligence agencies and how they are being mismanaged and underutilized.

In fact the country do have a fine intellignece set up but the top brass are being controlled by the politicians, the ruling party. From the lower formations of various intelligence organisation including the elite RAW,they do collate the required information and further follow up action also takes place at office levels. But, action based on the collected intelligence often falls within the jurisdiction of the state governments; thereby the information is passed to the state governments, except for cases that has relevance to the national security. Even for such cases, the central has to take the local agencies also into confidence. At that stage various political, religious, mafia and such consideration creap into the issue diluting its severity and even the
accused are often sheltered by various powerful lobbies.

Even in state of Kerala, the central intelligence agencies and the military intelligence department have on many occasions warned the state government about the presence of terrorist groups operating in many parts of the state, especially the coastal areas. But no stern action was taken. Disgusted honest police officers have been reduced to the status of office functionaries just carrying out orders from superiors.  Favours showered on the religious minorities in the form of universities, pensions, grants, scholarships, equating their religious schools with CBSE all demostrate the government’s intentions of strengthening them against the majority in this country. No wonder that they indulge in deliberate anti-national actions. In broad day light facing tens of channel cameras they dared to pull down national flag from an international airport, but there was no witness to substantiate that crime. In Meerut they pulled down a Ganesh diety and dared to raise a Pakistani flag there.

So, the failure is not limited to the intelligence agencies but the government in power which is smoothly going ahead in its second term in office without any serious problem. The general public comes from different parties and the party in opposition also is divided in many ways. So, how come the reaction surface and make the government answerable. In such conducive environment, not only the enemies, but even friends should be tempted to exploit the situation. So, the change has to come from within in a larger and effective manner. The initiave
should be from the elite, but that is seldom happening in this country. HK is definitely a fine media and in small ways it is effective.
